Incomplete sync

I just started implementing and using ActiveSync,
Not sure did I configure properly
my ME version is Premium 9.75
Assigning license works, I am able to configure outlook and iphone exchange mail properly
But user feedback, it is not fully sync
In outlook, there is only 70+, iphone have slightly more email but not total
when I check his mailbox in backend, he have about 110 total email in his inbox, not 70+

I tried delete _DIRSIZE, _FOLDER.DAT, _index, _index.xml.bak in the inbox folder
User still gets 72, iphone get 74, with all email unread

Why the sync is different for outlook and iphone?
Why the sync on outlook and iphone did not download the full 110 email?
How to rectify?

Hi,

Is the sync period for emails set to "All" within Outlook and the Apple device account settings?

My user using Active Sync still having problems with emails

According to his words, My email box suddenly has over 300 unread emails but on last Friday I only have above 20.
Even when I have been clearing emails my handphone still has over 300 unread emails

My email server had no issues, no restart or anything

What do I need to check for?
How to resolve?
