Maybe it's specific to Outlook 2016 that is installed with an Office 365 Subscription? This is the case on several colleagues machines, all are Office 365 users.

Still no go for me i'm afraid. I still get the new outlook add account wizard with no option to use the mapi add-in (or exchange activesync with manual server settings for that matter). This was working up until a month or two ago, then Microsoft [insert bright idea here] and now it is problematic. ...

I am having a similar issue. It looks like Microsoft have changed the add new account options in outlook 2016 which does not allow the selection of the mailenable MAPI connector. It has also broken adding activesync accounts to Outlook as well - you must have autodiscover working (which mine is) but...
